Excerpt of the Master Plan for the Development of Industrial Agglomeration Areas of Zhejiang Provinc

The Master Plan for the Development of Industrial Agglomeration Areas of Zhejiang Province (2011-2020) has been released recently. The Master Plan points out that it is necessary to determine the size and layout in planning for and building industrial agglomeration areas, emphasize saving land and using land intensively and improve the land utilization rate in the industrial agglomeration areas.
 
According to the Plan, Zhejiang will have 14 industrial agglomeration areas in Zhejiang by 2020. It is planned that by the end of 2015, a group of industrial agglomeration areas that have high industrial competitive strength, high production element utilization rate, good innovation ability, and good ecological environment. The Plans sets out to build these industrial agglomeration areas model areas for new-type industrialization, new-type urbanization and innovation in system and mechanism in Zhejiang Province or even in the Yangtze Delta area.
 
Spatial Arrangement and Functional Division
 (I) General distribution: It is planned to build 14 industrial agglomeration areas around Zhejiang, i.e., Hangzhou Greater River East Industrial Agglomeration Area, which is located in the Greater River East area along the Qiantang River; Hangzhou City West Technology Innovation Industrial Agglomeration Area, which is located in the west of Yuhang and east of Lin’an; Ningbo Hangzhou Bay Industrial Agglomeration Area, which is located on the south bank of Hangzhou Bay and north of Cixi City; Ningbo Meishan International Logistic Industrial Agglomeration Area, which is located on Meishan Island and its surrounding area; Wenzhou Oujiang Estuary Industrial Agglomeration Area, which is located at the estuary of the Oujiang River; Huzhou South Taihu Lake Industrial Agglomeration Area, which is located in the south Taihu Lake area of Huzhou; Jiaxing Modern Service Industrial Agglomeration Area, which is located in southeast of the central area of Jiaxing; Shaoxing Binhai Industrial Agglomeration Area, which is located in the north of Shaoxing City and on the south bank of Hangzhou Bay; Jinhua Industrial Agglomeration Area, which is located in the urban area of Jinhua and the east of Lanxi City; Quzhou Industrial Agglomeration Area, which is located in the mild hilly area of the basin in central Quzhou; Zhoushan Marine Industrial Agglomeration Area, which is located on Zhoushan Island and some major islands; Taizhou Bay Circular Economy Industrial Agglomeration Area, which is located in the urban area of Taizhou, and the eastern coastal area of Linhai and Wenling; Lishui Ecological Industrial Agglomeration Area, which is located in the basin area in central Lishui; and Yiwu Commercial and Trade Service Industrial Agglomeration Area, which is located in Yiwu City.
 
 (II) Development Orientation
Hangzhou Greater River East Industrial Agglomeration Area: highlighting the characteristics of airport-based economy and modern industry, focusing on advanced manufacturing industry, hi-tech industry and modern service industry to build it to a model area for the agglomeration of modern industries in East Hangzhou.
 
Hangzhou City West Technology Innovation Industrial Agglomeration Area: highlighting technology research innovation and cultural creative characteristics, focusing on advanced manufacturing industry, hi-tech industry, modern service industry, leisure and tourism industry, and ecological agriculture to build it to a model area for technology innovation and good ecological environment in West Hangzhou.
 
Ningbo Hangzhou Bay Industrial Agglomeration Area: highlighting the characteristics of marine economy and strategic emerging industries, focusing on advanced manufacturing industry, modern service industry, sports and leisure industry and modern ecological agriculture to build it to an important strategic platform for the marine economy of Zhejiang and a model area for the development of modern industries in the Yangtze Delta.
 
Ningbo Meishan International Logistic Industrial Agglomeration Area: depending on the national free port and targeted to be a free trade zone, focusing on bonded warehousing, transit trade, transit shipment, and value-added processing to build it to a bonded logistic platform, a pioneering area for the development of marine economy of Zhejiang and an important area for the modern international port city of Ningbo.
 
Wenzhou Oujiang Estuary Industrial Agglomeration Area: highlighting the characteristics of non-state-owned economy, focusing on strategic emerging industries, hi-tech traditional industries, modern service industry and high-efficiency agriculture to build it to an important area of the metropolis Wenzhou.
 
Huzhou South Taihu Lake Industrial Agglomeration Area: highlighting the characteristics of the area around the Taihu Lake, focusing on strategic emerging industries, advanced manufacturing industry and modern service industry, actively developing ecological and high-efficiency agriculture to build it to a new functional area for the modern green lakeside city.
 
Jiaxing Modern Service Industrial Agglomeration Area: highlighting international business and technology innovation characteristics, focusing on modern service industry and advanced manufacturing industry to build it to a base of regional headquarters-based economy, R&D and production base of the Internet of things, technology research incubation base and airport logistic base, backstage data service base and a modern new town of Jiaxing.
 
Shaoxing Binhai Industrial Agglomeration Area: rebuilding and improving the traditional industries with advanced and applicable technology, developing strategic emerging industries, modern service industry, ecological, leisure and sightseeing agriculture to build it to a new town in the north of the ecological and livable city of Shaoxing.
 
Jinhua Industrial Agglomeration Area: taking advantage of the low hilly area, focusing on advanced manufacturing industry, emerging industries, characteristic high-end agriculture and production-oriented service industry to build it to the main industrial platform in the west of the cities in central Zhejiang.
 
Quzhou Industrial Agglomeration Area: taking advantage of the low hilly area and being in the boundaries of four provinces, focusing on advanced manufacturing industry, modern logistic industry and production-oriented service industry to build it to the main industrial platform in the boundaries of Zhejiang, Fujian, Jiangxi and Anhui provinces.
 
Zhoushan Marine Industrial Agglomeration Area: highlighting the characteristics of marine economy, focusing on port logistics, portside industries, seaside tourism, marine technology and modern fishery to build it to an important functional area for the comprehensive ocean development pilot zone of Zhoushan.
 
Taizhou Bay Circular Economy Industrial Agglomeration Area: highlighting the characteristics of circular economy, focusing on resource renewal, portside petrochemical, pharmaceutical and chemical, equipment manufacturing, modern service industry and ecological agriculture to build it to a model area for the development of circular economy and an important area of metropolis Taizhou.
 
Lishui Ecological Industrial Agglomeration Area: highlighting the characteristics of ecological economy, focusing on advanced manufacturing industry, eco-tourism and characteristic and high-end agriculture to build it to a main platform for the development of ecological economy in Southwest Zhejiang.
 
Yiwu Commercial and Trade Service Industrial Agglomeration Area: highlighting the characteristics of international trade and commerce, centering on international trade, developing modern service industry including modern logistics and financial commerce, leading traditional characteristic industries to transform and upgrade, fostering advanced manufacturing industry, enhancing the support of the manufacturing industry to international trade to built it to a hub for the distribution of daily commodity industrial resources of the world.
